Cotswold District Council has officially launched its Regulation 18 consultation on the Preferred Options for the emerging Local Plan, which will guide development across the district from 2026 to 2043.

This consultation responds to a significantly increased housing requirement of 18,650 new homes, driven by national planning policy. To meet this target, the Council has explored seven spatial strategy scenarios, selecting Scenario 5 as the preferred approach. This scenario proposes a balanced mix of development in principal and non-principal settlements, village clusters, and rural exception sites, alongside the creation of new settlements and strategic extensions. The preferred option is expected to deliver 14,660 homes, representing approximately 79% of the total housing need.

The consultation period runs from 14 November 2025 to 2 January 2026. As part of this process, the Council has issued a Call for Sites, inviting landowners and developers to submit land for potential use in housing, employment, renewable energy, and community infrastructure.

Strategic sites have been identified across the district, including areas near Driffield, Cirencester, Fairford, Kemble, Preston, Siddington, and Moreton-in-Marsh, with long-term development potential extending beyond 2043.
